Nature and functions

In accordance with the provisions of Article 25 of Decree 398/2006, of October 24th, approving the Regulation for the development of the Law 16/2005, of December 27th, of the geographic information and the Institut Cartogràfic de Catalunya, the Cartographic Coordination Commission of Catalonia (C4) works in Plenary or in technical commissions because of the themes. The  Plenary determines the creation of technical commissions, which will be formed by members of the C4 and, where applicable, by external people with recognized competence in the matters to be tackled. The C4 will be able to charge the technical commissions with the achievement of goals in relation with the matters within its scope.

The approval of the Cartographic Plan of Catalonia by Decree 62/2010, of May 18th, the evolution of the INSPIRE Directive development and the fact that the development of the Cartographic Plan of Catalonia can not be separated from the development of this Directive, obliged to reconsider two of the technical commissions that support the C4, both in terms of their goals, as their compositions. In this sense, the C4, in its meeting nº 13 held on 19th December 2011, decided to unify the Technical Commission for the redaction of the Cartographic Plan of Catalonia (CT1:PCC) and the Technical Commission INSPIRE (CT3:INSPIRE) in only one technical commission called Technical Commission for the development of the Cartographic Plan of Catalonia and INSPIRE Directive (CT1:PCC–INSPIRE), which will have as a main function to support the development of PCC and INSPIRE Directive:

  • Coordinating and supporting the development of the PCC in their phases of characterization, normalization, officialization and publication of the geographic information datasets included in its Annex 2.
  • Proposing general rules on the geographic information datasets included in the Annex 2 of the PCC concerning the minimum requirements of quality, the incorporation of new standard specifications, the archive and availability of information, the principles of use and dissemination, the geoservices and other aspects to be considered appropriate.
  • Evaluating the correspondence of Annex 2 of the PCC with the reality of geographic information in Catalonia and proposing the changes to be considered necessary.
  • Coordinating and supporting the development of the PCC concerning the development of INSPIRE Directive, both the aspects of data and metadata unification, as the aspects of implementation of the services architecture.
  • Monitoring and reporting the development of PCC and INSPIRE Directive in Catalonia.
  • Analyzing the impact of the rules approved by the European Parliament, in the framework of INSPIRE Directive, on the datasets which make the PCC up, as well as the rules resulting from the transposition on the Spanish State's side.
  • Coordinating the demands arising from the INSPIRE Directive implementation that the Spanish State may make to the Departments of Generalitat and to the Local Administration in Catalonia.
